After the verb help the infinitive can be used with or without the particle "to".
Mother helped me to do the work. Mother helped me do the work.
The use of a to-infinitive is more formal. In the passive, "to" is obligatory after help.
The girl was helped to overcome her fear of flying.
"To" is also obligatory after "not".
